Certain Pup Joints
Initiation of Expiry Review Investigation

Ottawa, August 3, 2016

On August 2, 2016, the Canadian International Trade Tribunal (CITT), pursuant to subsection 76.03(3) of the Special Import Measures Act (SIMA), initiated an expiry review of its finding made on April 10, 2012, in Inquiry No. NQ-2011-001, concerning the dumping and subsidizing of pup joints originating in or exported from the People’s Republic of China.

As a result of the CITT’s expiry review, the Canada Border Services Agency (CBSA) today initiated an investigation to determine, pursuant to paragraph 76.03(7)(a) of SIMA, whether the expiry of the finding is likely to result in the continuation or resumption of dumping and/or subsidizing of the subject goods. The CBSA will make a determination no later than November 30, 2016, and will issue a Statement of Reasons by December 15, 2016.

The subject goods are defined as oil country tubular goods pup joints made of carbon or alloy steel, welded or seamless, heat-treated or not heat-treated, regardless of end finish, having an outside diameter from 2 ⅜ inches to 4 ½ inches (60.3 mm to 114.3 mm), in all grades, in lengths from 2 feet to 12 feet (61 cm to 366 cm), excluding casing pup joints, originating in or exported from the People’s Republic of China.

As part of its expiry review investigation, the CBSA forwarded questionnaires to the Canadian producer, importers, exporters and to the Government of China. Any Canadian producers, importers or exporters who have not received a letter from the CBSA who wish to provide a response to the questionnaire are advised to contact the officer identified below. Responses to all questionnaires are due at the CBSA’s office in Ottawa by September 9, 2016.
