On March 3, 2015, the President of the Canada Border Services Agency (CBSA) made a final determination of dumping pursuant to paragraph 41(1)(a) of the Special Import Measures Act (SIMA), in respect of certain oil country tubular goods originating in or exported from Chinese Taipei, India, Indonesia, the Philippines, the Republic of Korea, Thailand, Turkey, Ukraine and Vietnam and made a final determination of subsidizing, in respect of certain oil country tubular goods originating in or exported from India, Indonesia and Vietnam.

On the same date, pursuant to paragraph 41(1)(b) of the SIMA, the President of the CBSA terminated the subsidy investigation in respect of certain oil country tubular goods originating in or exported from the Philippines, Thailand and Ukraine.

The Canadian International Trade Tribunal (CITT) is continuing its inquiry into the question of injury to the domestic industry and will make an order or finding by
April 2, 2015. 

Provisional duties related to the subsidization of goods from the Philippines, Thailand and Ukraine will no longer be collected, and all amounts collected during the provisional period will be refunded. All other provisional duties will continue to apply on imports of subject goods until the date of the CITT's order or finding.

NOTE: The margins of dumping reported in the above table are the margins determined by the CBSA for purposes of the final determination of dumping. These margins do not reflect the amount of anti-dumping duty to be levied on future importations of dumped goods. In the event of an injury finding by the CITT, normal values and amounts of subsidy have been provided to the exporters that provided sufficient information for future shipments to Canada and these normal values and amounts of subsidy would come into effect the day after an injury finding. Information regarding normal values and amounts of subsidy should be obtained from the exporter. Imports from exporters that did not provide complete information to the CBSA during the dumping investigation and who are not listed in the above table will be subject to the all other exporters anti-dumping duty rate of 37.4%, expressed as a percentage of the export price, pursuant to a ministerial specification.  

Imports from exporters located in India, Indonesia and Vietnam that did not provide complete information to the CBSA during the subsidy investigation and who are not listed in the above table will also be subject to a countervailing duty rate of 39,443 Indian rupee, 6,578,792 Indonesian Rupiah and 4,722,664 Vietnamese dong per metric tonne respectively, pursuant to a ministerial specification.
